Several recent studies, including a study authorized under the 2002 National Defense Authorization Act, have indicated the need for the Department of Defense (DoD) to update the practice, policy, and law applied to Joint Officer Management (JOM) and Joint Professional Military Education. This research frames a strategic approach to reserve joint officer management that addresses the requirements for, and the supply of, joint officers in the reserve component, and also accounts for the unique constraints and challenges involved in joint officer management for reserve active-status list officers. Because the work required of many reservists is becoming increasingly joint, the need for a systematic examination of how reserve active-status list officers are trained and developed in joint matters is becoming more and more urgent-especially given the dramatic increase in the use of the reserve forces. A strategic approach to joint officer management for reserve active-status list officers must assess the need for officers with prior joint knowledge, experience, and acculturation in certain positions as well as their availability. The authors estimate the supply of joint reserve officers and make several recommendations to help implement a strategic approach to reserve component joint officer management.

The number of fighter aircraft in the Air Force inventory is decreasing, but the demand for experienced fighter pilots is increasing. The authors use a dynamic mathematical model to show that, to keep from damaging fighter unit readiness, fighter pilot production in the active Air Force must be reduced and new approaches to developing and managing personnel with fighter pilot-like skills must be adopted.
Kori Schake shows how the deficiencies in focus, education, and programmatic proficiency impede the work of the State Department and suggests how investing in those areas could make the agency significantly more successful at building stable and prosperous democratic governments around the world. She explains why, instead of burdening the US military with yet another inherently civilian function, work should focus on bringing those agencies of the government whose job it is to provide development assistance up to the standard of success that our military has achieved. Schake presents a vision of what a successful State Department should look like and seeks to build support for creating it—a State Department that makes possible the projection of US civilian power as well as US military force.

"Many of the laws and policies that govern officer career management (often collectively referred to as "DOPMA," after the Defense Officer Personnel Management Act of 1980) have been in place for decades. DOPMA has served the needs of the services reasonably well, but the current system may not meet the requirements of the future operating environment. One criticism of DOPMA is that it does not allow for much variety in officers' career paths because it is time-driven. Alternatively, officers' competencies are now emerging as the basis for career management. In this monograph, the authors demonstrate how a competency-based officer personnel management system could provide more flexibility in preparing military officers for the wide range of roles and missions of the U.S. military in the 21st century. As the Air Force faces manpower end-strength reductions of approximately 40,000 active duty personnel, it becomes more difficult to support the air and space expeditionary force (AEF) construct using current force employment practices. These manpower reductions could leave the active component without sufficient end-strength personnel authorizations to support current operational requirements. The Air National Guard (ANG), on the other hand, will not undergo significant manpower reductions, but it will be affected by the Air Force structure planning under way in support of the Quadrennial Defense Review (QDR) and Base Realignments and Closure (BRAC) that calls for the retirement of a significant number of legacy aircraft. This could potentially leave the ANG with a large number of highly trained, highly experienced personnel with no aircraft to operate and support.
