English summary: This volume contains the political writings of Hugo Preuss from 1885 up to the end of World War One. In unifying Germany, Bismarck was able to carry out some of the demands made by the liberals. However at the same time he had broken the strength of the liberal movement. In view of the liberalism crisis, Preuss wanted to forge links to the democratic labor movement, which had been done in England by the Fabian Society and in France by Jean Jaures and the radical socialists.
