Behind the Disappearances

  • Categories: Law

Drawing on confidential Argentinian documents and memoranda, Behind the Disappearances documents a seven-year diplomatic war by one of the twentieth century's most brutal regimes. It relates how, starting in 1976, Argentina's military government tried to cripple the UN's human rights machinery in an effort to prevent international condemnation of its policy of disappearances. Initially this attempt succeeded, but in 1980—with encouragement from the Carter administration—UN officials regained the initiative and created a special working group on disappearances that rejuvenated the UN's efforts. This progress was abruptly halted in 1981 when the Reagan administration sided with the Argentinian regime. The result, claims the author, not only undercut the UN's actions against disappearances but also weakened its chances of playing a positive role in aiding Latin America's transition from dictatorship to democracy.

Just Intervention

What obligations do nations have to protect citizens of other nations? As responsibility to our fellow human beings and to the stability of civilization over many years has ripened fully into a concept of a "just war," it follows naturally that the time has come to fill in the outlines of the realities and boundaries of what constitutes "just" humanitarian intervention. Even before the world changed radically on September 11, policymakers, scholars, and activists were engaging in debates on this nettlesome issue—following that date, sovereignty, human rights, and intervention took on fine new distinctions, and questions arose: Should sovereignty prevent outside agents from interfering in t...

Germany in Transit

How does migration change a nation? Germany in Transit is the first sourcebook to illuminate the country's transition into a multiethnic society—from the arrival of the first guest workers in the mid-1950s to the most recent reforms in immigration and citizenship law. The book charts the highly contentious debates about migrant labor, human rights, multiculturalism, and globalization that have unfolded in Germany over the past fifty years—debates that resonate far beyond national borders. This cultural history in documents offers a rich archive for the comparative study of modern Germany against the backdrop of European integration, transnational migration, and the fall of the Berlin Wall. Divided into eleven thematic chapters, Germany in Transit includes 200 original texts in English translation, as well as a historical introduction, chronology, glossary, bibliography, and filmography.

Justice in the Balkans

  • Categories: Law

Called a fig leaf for inaction by many at its inception, the International Criminal Tribunal for the Former Yugoslavia has surprised its critics by growing from an unfunded U.N. Security Council resolution to an institution with more than 1,000 employees and a $100 million annual budget. With Slobodan Milosevic now on trial and more than forty fellow indictees currently detained, the success of the Hague tribunal has forced many to reconsider the prospects of international justice. John Hagan's Justice in the Balkans is a powerful firsthand look at the inner workings of the tribunal as it has moved from an experimental organization initially viewed as irrelevant to the first truly effective ...

Native to a high valley in the Andes of Ecuador, the Otavalos are an indigenous people whose handcrafted textiles and traditional music are now sold in countries around the globe. In this ethnography of the globalization process, Lynn A. Meisch looks at how participation in the global economy has affected Otavalo identity and culture since the 1970s. Drawing on nearly thirty years of fieldwork, she covers many areas of Otavalo life, including the development of weaving and music as business en...
