Triumph of the Expert
The most striking feature of British colonialism in the twentieth century was the confidence it expressed in the use of science and expertise, especially when joined with the new bureaucratic capacities of the state, to develop natural and human resources of the empire. Triumph of the Expert is a history of British colonial doctrine and its contribution to the emergence of rural development and environmental policies in the late colonial and postcolonial period. Joseph Morgan Hodge examines the way that development as a framework of ideas and institutional practices emerged out of the strategic engagement between science and the state at the climax of the British Empire. Hodge looks intently at the structural constraints, bureaucratic fissures, and contradictory imperatives that beset and ultimately overwhelmed the late colonial development mission in sub-Saharan Africa, south and southeast Asia, and the Caribbean. Triumph of the Expert seeks to understand the quandaries that led up to the important transformation in British imperial thought and practice and the intellectual and administrative legacies it left behind.
The UK Government Sustainable Development Strategy
This Command Paper sets out the Government's strategy for sustainable development, taking into account the national and international developments that have occurred since its previous policy statement ('A better quality of life: a strategy for sustainable development in the United Kingdom', Cm 4345; ISBN 0101434529) published in May 1999, including devolution in Scotland and Wales and the 2002 World Summit on Sustainable Development. The strategy is based on four agreed priorities of sustainable consumption and production, climate change, natural resource protection, and sustainable communities with a focus on tackling environmental inequalities; and uses a new indicator set with commitments to look at new indicators such as on well-being. Proposals include: the establishment of a new Community Action 2020 programme; and strengthening the role of the Sustainable Development Commission to ensure an independent review of government progress, with all central government departments and executive agencies to produce sustainable development actions plans by December 2005.
Building More Affordable Homes
In order to tackle the problem of the shortage of affordable housing, the Office of the Deputy Prime Minister (ODPM) has been set a Public Service Agreement (PSA) target to achieve a better balance between housing availability and demand in all English regions whilst ensuring sustainable development which recognises environmental concerns. This joint study by the Audit Commission and National Audit Office focuses on one strand of the PSA target, relating to improving the availability of affordable housing in high demand areas. The report also identifies ten areas where efficiencies are likely to be achieved in the social housing funding system, and it makes a number of recommendations for national, regional and local bodies to improve both efficiency and effectiveness of the delivery chain, highlighting the need to increase the speed of delivery and to reduce the unit cost of housing.
