El dossier central de esta entrega, número ya 75 de TELOS, muestra la articulación inevitable entre los “viejos” debates sobre la comunicación masiva y los nuevos desafíos económicos y políticos, de sostenibilidad financiera y de pluralismo en el sistema de medios de comunicación. Resultado de la investigación de un equipo que ha abordado desde hace tiempo la evolución y situación actual de las políticas públicas sobre la prensa escrita, sobre sus filosofías nacionales y resultados, aboca también a la consideración central de cómo ayudar a construir la diversidad en el nuevo entorno comunicativo que está naciendo. Las ayudas a la prensa escrita fueron efectivamente uno de los asuntos pioneros de la investigación en comunicación, especialmente en Europa, pero el brillo hipnótico del audiovisual apagó en buena medida este debate en las últimas décadas; mientras la investigación sobre la prensa era postergada y marginada. Y ello a pesar de un peso e influencia social sostenidos por la prensa diaria y de su precoz traslación a Internet.
Estructuras de la comunicación y la cultura
Las incertidumbres y la confusión de la era Internet retan a una explicación pedagógica de los cambios que trae consigo la digitación general de la cultura y las comunicaciones, además de enmarcarla en un contexto doble de globalización y de impactos territoriales. Los cambios no dejan intacta nuestra noción de cultura ni sus estructuras comunitarias, sociales y económicas, hoy en crisis, y tensionan también las identidades, especialmente las minoritarias. Afrontar sus retos obliga a unas políticas culturales y comunicativas de nuevo tipo. Para formularlas se revisan los criterios clásicos de la política cultural, se actualiza el concepto de servicio público, se detectan sus tendencias y herramientas, se escrutan críticamente normativas -las de la propiedad intelectual y de las comunicaciones, especialmente- y se propone una nueva agenda para la política cultural, audiovisual y de Internet. Una agenda más apta a la era ya abierta, la era digital o de Sociedad del Conocimiento.
