This publication contains the text of the code adopted by the Committee of Ministers of the Council of Europe in September 2001, together with an explanatory memorandum. It details the basic principles which should apply to police services in democratic societies governed by the rule of law. It is intended to provide guidance for governments of Council of Europe member states on the general organisational framework of the police service, their role in the criminal justice system and other issues including accountability.
