Framework Adjustment 8 to the Atlantic Mackerel, Squid and Butterfish Fishery Management Plan
"Framework 8 implements several changes to facilitate operation of the butterfish discard cap on the longfin squid fishery. The measures in Framework 8 would allocate the butterfish discard cap among the Trimesters in the same percentages used for the trimester allocations for longfin squid: 43 percent to Trimester I (January to April), 17 percent to Trimester II (May to August), and 40 percent to Trimester Ill (September to December). Each trimester would close when it is estimated that 95 percent of the butterfish discard cap has been taken. In addition, Framework 8 would allow the National Marine Fisheries Service to transfer, in either direction, a certain amount of unused quota between the butterfish landing allocation and the discard cap on the longfin squid fishery. This would occur near the end of the year in order to optimally utilize the butterfish that is available for fishing each year"--Cover letter.
Framework Adjustment 3 to the Atlantic Herring Fishery Management Plan (FMP)
"This document contains the New England Fishery Management Council’s recommendations for Framework Adjustment 3 to the Atlantic Herring Fishery Management Plan (FMP), consistent with the Magnuson-Stevens Fishery Conservation and Management Act (MSA) and the Herring FMP approved by the National Marine Fisheries Service (NMFS) on October 27, 1999. Framework 3 proposes to establish a process for setting and modifying catch caps for river herring and shad (RH/S) in the Atlantic herring fishery. Framework 3 also proposes specific river herring and shad catch caps for the 2014 and 2015 fishing years. This document contains information and supporting analyses required under other applicable law, including the National Environmental Policy Act (NEPA), Regulatory Flexibility Act (RFA), and Executive Order 12866. The actions proposed in this framework adjustment also relate to management objectives associated with minimizing bycatch in the Atlantic herring fishery, the primary focus of Amendment 5 to the Herring FMP"--Executive Summary (page i).

"This action sets the specifications for the 2015 fishing year for mackerel, and 2015 through 2017 fishing years for butterfish, Illex and longfin squid, as well as other management measures for the species managed under the Atlantic Mackerel, Squid, and Butterfish Fishery Management Plan, as recommended by the Council. This action would: Renew status quo quotas for longfin and Illex squids for an additional three years; Reduce the Atlantic mackerel catch by 38 percent to 20,872 metric tons for 2015; Increase the butterfish catch from 3,200 mt to 22,530 mt in 2015, 21,042 mt in 2016, and 20,652 mt in 2017; Simplify the controls on butterfish daily trip limits through a change to the three-phase butterfish monitoring program; and Reduce the cap on river herring and shad catch in the mackerel fishery from 236 mt to 89 mt, but allow an increase from 89 mt to 155 mt if the mackerel fishery catches more than 10,000 mt of mackerel"--Cover letter summary.

2014 Atlantic Mackerel, Squid and Butterfish Specifications and Management Measures
"This action establishes catch level and associated management measures for the 2014 fishing year for species managed under the Atlantic Mackerel, Squid, and Butterfish Fishery Management Plan. The Mid-Atlantic Fishery Management Council reaffirmed the 3-year catch level recommendation for Illex squid and longfin squid (2012-2014), and for Atlantic mackerel (2013-2015), so no changes are proposed for catch levels for those species. The proposed action would: Increase the butterfish ABC by 8 percent and the butterfish landings limit by 24 percent compared to 2013: Set a 236-mt cap on river herring and shad catch in the mackerel fishery, raise the post-closure possession limit for longfin squid to 10,000 lb for vessels targeting Illex squid; and change the butterfish Phase 3 trip limit to 600 lb. (from 500 lb.) for longfin squid/butterfish moratorium permit holders to make it consistent with the incidental butterfish trip limit"--Cover letter.
