On Limited Nuclear War in the 21st Century

These essays by nuclear policy experts provide “a speculative but serious and well-informed journey through a variety of scenarios and contingencies” (Foreign Affairs). Recent decades have seen a slow but steady increase in nuclear armed states, and in the seemingly less constrained policy goals of some of the newer “rogue” states in the international system. The authors of On Limited Nuclear War in the 21st Century argue that a time may come when one of these states makes the conscious decision that using a nuclear weapon against the United States, its allies, or forward deployed forces in the context of a crisis or a regional conventional conflict may be in its interests. They asse...

Reflecting the current debate about the value of traditional arms control in today¿s security environment, Arms Control and Cooperative Security thoroughly covers this complex topic. The authors critically review the historical record, highlight recent changes in the security arena, and consider the likelihood of new arms control agreements. Throughout, the discussion is presented in the context of international relations theory. The result is a comprehensive assessment of the present state and likely future of arms control and cooperative security¿especially relevant as many of the treaties crafted during the Cold War are nearing their expiration dates. -- Description from http://www.booktopia.com.au (Jan. 25, 2012).

This is the 44th volume in the Occasional Paper series of the United States Air Force Institute for National Security Studies (INSS). This report summarizes a three-phase research project undertaken by the USAF Institute for National Security Studies on behalf of the Defense Threat Reduction Agency to forecast long-range global trends affecting arms control technologies. The report projects the international political, economic, and scientific environments to the year 2015. It posits economic and technological drivers as shaping the system, including its military and political dimensions. The result will be a two-tiered system, with great danger arising from significant proliferation in the ...

Why do some states resist entering into international treaty regimes while others demonstrate eagerness to participate? Although factors such as degree of pressure exerted by international actors, ambiguity in the treaty language and a regime's 'lack of teeth' (enforcement and sanctioning mechanism) do affect participation, this book investigates whether internal (domestic) factors may ultimately be responsible for influencing why a state resists or joins international treaty regimes. The volume draws on United Nations treaty ratification data from three different issue areas - arms control, environment and human rights - to study the participation patterns of democracies and non-democracies in international treaty regimes. Incorporating two in-depth case studies on the United States and China, the author traces the impact of domestic institutional structure, state capacity and internal social norms on state decisions to resist or participate.
