Prospective analysis of public management scenarios modeled by the Fuzzy Delphi method

In the Latin American region, public management systems are driven almost exclusively by a formal mechanism. This is a difficulty when implementing study methodologies that provide objective data for the analysis and evaluation of the effectiveness, relevance and sustainability of the policies established by the states governments. Given that the political-social contexts of each nation determine a series of subjective and imprecise factors, and that the main officials and social actors that rule the development of strategic plans regarding public services are inscribed within a certain reality for internal and external incidents; a neutrosophic analysis of the fuzzy, gray and / or undefined zones of the relations between the political system and the administrative system becomes evident. Neutrosophy, as a discipline that studies undefined areas between opposing ideas or sentences, offers a theoretical framework suitable for the analysis of the previously described problematic.

Neutrosophic Statistics is an extension of Interval Statistics, while Plithogenic Statistics is the most general form of statistics (second version)

In this paper, we prove that Neutrosophic Statistics is more general than Interval Statistics, since it may deal with all types of indeterminacies (with respect to the data, inferential procedures, probability distributions, graphical representations, etc.), it allows the reduction of indeterminacy, and it uses the neutrosophic probability that is more general than imprecise and classical probabilities and has more detailed corresponding probability density functions. While Interval Statistics only deals with indeterminacy that can be represented by intervals. And we respond to the arguments by Woodall et al. [1]. We show that not all indeterminacies (uncertainties) may be represented by intervals. Also, in some cases, we should better use hesitant sets (that have less indeterminacy) instead of intervals. We redirect the authors to the Plithogenic Probability and Plithogenic Statistics which are the most general forms of MultiVariate Probability and Multivariate Statistics respectively (including, of course, the Imprecise Probability and Interval Statistics as subclasses).

This special issue reflects the impact of neutrosophic theory in Latin America, especially after creating the Latin American Association of Neutrosophic Sciences. Among the areas of publication most addressed in the region are found in the interrelation of social sciences and neutrosophy, presenting outstanding results in these research areas. The main objective of this special issue is to divulge the impact publication related to the Neutrosophic theory and explore new areas of research and application in the region. The SI reflects the influence of the neutrosophic publications in Latin America by opening new research areas mainly related to Neutrosophic Statistics, Plithogeny, and NeutroAlgebra. Furthermore, it is worth mentioning the incorporation of authors from new countries in the region, such as Paraguay, Uruguay, and Panama, to have authors in total from 15 countries, 12 of them from the Latin American region.
