A solid understanding of domestic political economy helps to promote policies that are better adapted to country realities. The challenges that many governments faced in responding to food price volatility during the 2008 global food crisis re-focused attention on the political economy and implementing effective national policy responses on food security and nutrition. Understanding the political economy behind public policy-making and implementation is crucial to enhancing the effectiveness of policy support to countries and increases the chances of nationally-led reforms that result in better food security and nutrition outcomes. This political economy analysis note is intended to support policy practitioners and other stakeholders in working in a more politically informed way towards a coherent set of policies across relevant sectors. It demonstrates how political economy analysis can add value to policy support work, gives examples of key political economy challenges in food security and nutrition and shres information on the existing frameworks and analysis tools.
This Discussion paper explores the relationship between food loss and waste (FLW) and the right to adequate food. It focuses on the need to develop sustainable global consumption and production systems to contribute to the realization of the right to adequate food while it argues for a human rights-based approach to tackle FLW. As such, it presents key notions of FLW and expands on their impact for the realization of the right to adequate food. Simultaneously, it looks into the different components of the right to adequate food and offers ways through which its legal obligations could help processes and initiatives aimed at reducing FLW. The Discussion paper argues for a more holistic approach to reducing FLW and guaranteeing the right of each person to feed herself or himself in dignity. For decades, the livestock debate has focused on how to increase production in a sustainable manner. However, the UN 2030 Agenda for Sustainable Development has shifted the emphasis from fostering sustainable production per se, to enhancing the contribution of the sector to the achievement of the Sustainable Development Goals (SDGs). This publication examines the sector’s interaction with each of these Goals, as well as the potential synergies, trade-offs, and complex interlinkages. This global report is intended to serve as a reference framework that Member States and stakeholders can use as they engage in the transformation process of the livestock sector towards sustainability. It calls for an integrated approach towards livestock sustainable development, highlights the effective adaptation of the SDGs into specific and targeted national policy action as the major challenge ahead, and flags the steps in the implementation road map.
The report provides a comprehensive, cross-country analysis of the impact of COVID-19 on agrifood systems in 15 countries and territories experiencing food crisis. The cross-country analysis is based on individual country profiles and findings that are generally valid across the countries. Each country profile describes the policy measures enacted by governments, development and humanitarian partners to contain the virus, including measures taken to protect the functioning of agri-food systems from major disruptions. The profiles assess the effects of such measures on agrifood systems and vulnerable groups, including long-term implications and the investments necessary to make agrifood systems more resilient in future. The report is structured around key messages and findings that are generally valid across the profiles. Examples are used to illustrate some of the policy measures, their impacts and lessons learned.
The publication presents the way to undertake a contextual interpretation of the international normative standards on the Human Right to Adequate Food in Nepal, including how relevant provisions under the domestic law could be integrated in a framework for identifying indicators. It discusses data generating mechanisms, highlights the role of different actors and institutions working in the field of the right to food, and provides guidance on the use of the framework.
This report presents insights and emerging lessons on food systems governance from the experience of nine cities that have developed urban food interventions – Baltimore, Belo Horizonte, Lima, Medellín, Nairobi, Quito, Seoul, Shanghai and Toronto – and draws on diverse sources of secondary information regarding the experiences of other cities throughout the world. It highlights entry points for the governance of urban food systems issues; common procedural and content-related considerations when addressing those issues; predominant governance models; and operational opportunities for future investment. Successful examples can encourage other local governments to adapt new approaches and innovate within their own context. Every city will need to navigate the political economy to customize their choices and interventions to local circumstances, priority problems and economic opportunities.
