This book describes challenges in the policy and practices of the various water sectors in the Philippines that have led to water conflicts. Such conflicts arise in the nature of rural-urban competition, trans-administrative boundary issues, and inconsistencies between customary and state rules, and even within state rules. Using inter-, multi- and trans-disciplinary approaches, and analysing from various scales - community, local and national governments - the book discusses policies and strategies needed towards achieving water security especially for the poor. Reflective of the complex and urgent water policy and governance issues in many developing countries, the book offers valuable lessons and insights to policy makers, water sector managers, planners and regulators as well as to academics, researchers and students.

Climate Change, Disaster Risks, and Human Security

This book explores how climate change and disaster risks threaten human security in Asia. Climate change and disaster risks have emerged as major human security challenges in the twenty-first century, and are an imminent “threat multiplier” with the potential to harm the vital core of human life and curtail people’s freedom and ability to live with dignity. Climate change and disaster risks undermine the security of individuals, communities, nations, and the world, considering the increasing trend in the frequency and magnitude of hydro-meteorological disasters and the projections on their future adverse impacts. Despite recent advances in the literature, there is still a major gap in ...

People and Forest — Policy and Local Reality in Southeast Asia, the Russian Far East, and Japan

leading to an overall decrease in the world's forest cover. The forests of Asia, in particular, have been strongly impacted. A number of initiatives have suggested forest policy reforms, and the need for the sustainable management of forests has been widely recognized and encouraged. But because implementation of reforms at the local level has been insufficient, it is imperative that local people begin to effectively participate in forest planning and management as well as in protected-area management. The Forest Conservation Project, launched in April 1998 by the Institute for Global Environmental Strategies (IGES), has carried out research activities on forest strategies, including policy analysis and on-site surveys. This book gives an overview of the project's research activities in its first three-year phase (April1998-March 2001). Since viable forest strategies work best when based on the involvement of local people, this report is addressed to stakeholders in the communities of the relevant countries, including local people and authorities, community-based organizations, experts, national agencies, and international institutions.

Interlocal Adaptations to Climate Change in East and Southeast Asia

This Open Access book’s main focus is agriculture and natural resource management, disaster risk reduction, and human resource development in the countries of East and Southeast Asia and Japan. It is essential to share the knowledge and experiences for adapting climate change among these areas. In order to tackle these issues, the book aims to: Promote inter-local lessons learnt sharing climate change adaptations; "agriculture and natural resource management" and "disaster risk reduction and human resource development" Provides insights into new adaptation measures and research approaches that can consider the regional nature of Southeast Asia Share practical adaptation options permeated by society in each country/region This book will be of interest to researchers and students examining climate change impacts in East and Southeast Asia.

Tropical Forests and the Human Spirit

"This book is a remarkably personal report of the authors’ trans-tropical experiences with forest dwellers. The experience was extensive, sometimes spanning years, and the report is the work of professional reporters, experienced at reaching to the core of critical issues of life and survival. The story is not a pretty one, and the prognosis is not good. But in their eyes the key lies in restoring and defending the rights of forest dwellers and encouraging in every way their age-old interest in preserving the integrity of forest lands. The authors are familiar with the international agencies and their programs, their successes and failures. Roger Stone was intimately involved in the World ...

Who has rights to forests and forest resources? In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementa...
