Higher education is going through a turbulent period of change. Based on a research project coordinated by J^Durgen Enders at the University of Kassel in Germany, the book highlights the changes taking place in higher education and examines the working conditions of academic staff in fourteen European countries. All countries in the study have seen changes regarding the actors and procedures relevant for the regulation of the employment relationships of academic staff. Academic staff are higher education's most important asset and most costly resource. Employment and working conditions of academic staff are, therefore, not only influenced by these developments but seen as an important tool for adaptation to the new circumstances higher education faces. Thus it is not only of interest to demonstrate and compare variations across and within countries, but also to analyze the outcomes of the changing academic environment on the academic labor market and the conditions of working life.
The Governance of European Higher Education: Convergence or Divergence analyses governance at state and institutional levels in five European higher education systems chosen as representative of European higher education as a whole: Germany, Hungary, Norway, Portugal and the UK (as in England, Scotland and Wales). Drawing on 180 detailed face-to-face interviews with policymakers and universities the book explores the extent to which governance and systems have been converging or diverging towards or away from a common European model over the last decade and records the evidence of growing directional controls exercised by the various states.

This book appeals to higher education scholars from various disciplines and practitioners looking for an overview and in-depth insight into cooperative study programs (CSPs). The CSPs combine elements of higher education with elements of professional work and illustrate how a teaching-related third mission achieves a socioeconomic contribution through its underlying stakeholder interactions. In Germany, CSPs are a growing phenomenon and, at the same time, a niche in higher education with approximately 100,000 students. Higher education scholars identified CSPs a challenge to higher education governance despite the simultaneous lack of empirical data. In this vein, this book pursues the question of how stakeholders influence the governance of the third mission in the case of CSPs. The study in this book refers to the “prime” example of CSPs at a German university of applied sciences—the Baden-Wuerttemberg Cooperative State University. The analysis revealed that four stakeholder groups are salient and influence the governance of the CSPs. These include professors, industry representatives, students, and representatives of government and higher education policy.
