It is striking that since 2008 the European economic, employment and financial crisis has been repeatedly in the limelight of German and European media. Up to date the topic has not lost any of its importance. This is not the least due to the fact that the crisis has led to several conflicts in the political, economic and societal sphere. This volume offers an interdisciplinary approach on the conflicts related to the European crisis. The economic, political scientist, sociological and legal perspectives provide a novel analysis on the emergence of the crisis and its dynamics on member state and European level. In addition, the contributions provide insights into the various implications of the crisis for the future of European integration and shed light on potential remedies. Die politische Ökonomie der privaten Bereitstellung öffentlicher Güter
Das Versagen der privaten Bereitstellung öffentlicher Güter aufgrund sozialer Dilemmata gilt als zentraler Ansatzpunkt zur Rechtfertigung staatlicher Tätigkeit. Dem wird mit spieltheoretischen Methoden ein politisch-ökonomischer Ansatz entgegengestellt, der die Relevanz sozialer Dilemma-Strukturen bestreitet und die Bedeutung privater Bereitstellung für die Entwicklung gesellschaftlicher Machtbeziehungen mit entsprechenden sozialen Institutionen herausstellt. Klassische Thesen der privaten Unterversorgung und der Neutralität staatlicher Bereitstellung verlieren ihre konzeptionelle und praxisrelevante Bedeutung. Öffentliche Güter werden für strategische Verpflichtungen und zum Aufbau politischer Reputation herangezogen. Insbesondere begründen private Bereitstellungsaktivitäten die Stabilität und Dynamik verschiedener Herrschaftsformen. Die politische Ökonomie der privaten Bereitstellung bietet damit ein Fundament zur Begründung staatlicher Aktivitäten, das sich vollständig vom bislang gültigen Kanon unterscheidet, und führt zu einer neuen positiven wie normativen Logik öffentlicher Ausgabentätigkeit.
Horizontale Gerechtigkeit und Einkommensbesteuerung
Die Besteuerung nach der Leistungsfähigkeit ist ein grundlegendes Prinzip des deutschen Steuersystems. Trotz seiner breiten Akzeptanz in der Bevölkerung ist es in der Steuertheorie umstritten. Durch die Erweiterung des traditionellen ökonomischen Ansatzes um Erkenntnisse der konstitutionellen Ökonomik wird in dieser Arbeit die Eignung des Leistungsfähigkeitsprinzips als zentrale Norm hinterfragt. Den Schlüssel hierzu liefert die Analyse seines Kernbestandteils, die horizontale Gerechtigkeit. Die aus der Synthese von traditioneller und konstitutioneller Steuertheorie abgeleiteten Kriterien werden exemplarisch anhand der deutschen Einkommensteuer angewendet. Das neu formulierte Leistungsfähigkeitsprinzip erweist sich dabei als wirksame und notwendige «Leitplanke» für die Steuerpolitik.
