On Track Or Off The Rails?
In order to achieve a transition from a transport system centred on the individual car to one centred on (electrified) rail a new focus in infrastructure planning is needed. The preparation of project proposals for the Federal Transport Infrastructure Plan 2030 on the sub-national level in Germany provides an opportunity to study decision-making processes in ministries and compare their respective results in this respect. Using document analysis, expert interviews, qualitative content analysis as well as QCA, this thesis in political science analyses how decision-making processes within bureaucracies impact the decision output in transport infrastructure planning. It contributes to the discussion on bureaucracy-politics interactions that is relevant beyond the German case. One result is that ministries tend to use complex decision-making processes for topics deemed salient as long as the available capacity permits it. Consequently, in order to conduct legitimacy-enhancing steps – such as public participation – a well-funded bureaucracy is indispensable.

Change and Legitimation
Higher education has become a mega-topic in both political and scientific debate. Developments in systems of higher education and changes in the governance of this field have been discussed in the literature. Such changes are brought about by collective actors within institutional settings. The present volume directs attention at Social Democratic governments in Sweden and in Germany, specifically in North-Rhine Westphalia in the latter case, and at the policies of higher education they have enacted from the mid-1960s to the year 2000. The empirical basis for this study is a qualitative analysis of such policy documents as inaugural speeches, governmental bills and recommendations of expert groups. The focus of the policies has shifted during the decades that were analysed from an input- to an output-orientation and from addressing issues of class to addressing those of gender segregation. These shifts are discussed against the background of a governmentís need for legitimation and the impact of intermediate actors on policy development.
Landtagswahlen in Nordrhein-Westfalen
Nach den erfolgreichen Revolutionen in Osteuropa und der DDR in der zweiten Jahreshälfte 1989 werden auch dort - zum Teil erstmals seit dem Zweiten Weltkrieg - Wahlen mit Wettbewerbscharakter abgehalten, ein Vor gang, der das politische Interesse der Bundesbürger stark in Anspruch nimmt. Vor diesem Hintergrund wird verständlich, daß viele Bürger in unserem Bun desland die eigenen Wahlen fast verdrängen. In einer Umfrage Ende Januar 1990 wurde festgestellt, daß nur etwa ein Drittel der nordrhein-westfalischen Wähler / Wählerinnen sich der Landtagswahl in diesem Jahr bewußt waren. Nur jeder 20. gar kannte den Wahltermin des 13. Mai 1990, an dem der 11. nordrhein-westfalische Landtag gewählt wird. Dieser Wahlführer soll dem politische Interessierten als Orientierungshilfe bei der Landtagswahl dienen, indem er einen Überblick über das Land Nordrhein-Westfalen vermittelt, das Verhältnis von Nordrhein-Westfalen zum Bund anspricht, den Landtag und die bisherigen Landtagswahlen analysiert und Untersuchungen zum Wählerverhalten referiert. Kernthema des Wahlfüh rers aber ist selbstverständlich die Wahl selbst mit ihrem umfangreichen und nicht immer ganz einfachem Regelwerk.
German Public Policy and Federalism
Since unification German society and institutions have been challenged by various transformations and the need to adjust to changing conditions. While much has been accomplished, many political, legal, and institutional problems remain. The Politics of Recall Elections
This edited volume presents the first comprehensive analysis of recall processes which have spread globally since the end of the Cold War, and which are now re-configuring the political dynamics of electoral democracy. Drawing on the expertise of country experts, the book provides a coherent and theoretically informed framework for mapping and evaluating this fast-evolving phenomenon.
