Experimental Writing
This project comes from our need to harness voices in Africa and Latin America, giving these voices an opportunity to converse, argue, synthesize, agree, and share ideas on the craft of writing, on life, on being, on thinking, so that we will all benefit. Sixty-two writers and poets are included, of which 19 were purely fiction writers, six were mixed genres writers, one a non-fiction writer, one a playwright, and 35 are poets. Altogether there are 92 pieces in two languages: English and Spanish.

Rethinking Anti-Americanism
'Anti-Americanism' is an unusual expression; although stereotypes and hostility exist toward every nation, we do not hear of 'anti-Italianism' or 'anti-Brazilianism'. Only Americans have elevated such sentiment to the level of a world view, an explanatory factor so significant as to merit a name - an 'ism' - usually reserved for comprehensive ideological systems or ingrained prejudice. This book challenges the scholarly consensus that blames criticism of the United States on foreigners' irrational resistance to democracy and modernity. Tracing 200 years of the concept of anti-Americanism, this book argues that it has constricted political discourse about social reform and US foreign policy, from the War of 1812 and the Mexican War to the Cold War, from Guatemala and Vietnam to Iraq. Research in nine countries in five languages, with attention to diplomacy, culture, migration and the circulation of ideas, shows that the myth of anti-Americanism has often damaged the national interest.

External Debt Management
World Bank Technical Paper 245. This document was designed primarily for staff of newly established debt management institutions within governments that are launching borrowing programs, and discusses the entire range of external debt management. Topics include the organizational procedures for negotiating foreign loans and credits, the control and coordination of borrowing decisions, risk management, the administration of new loans, and external debt accounting and statistics. Basic accounting principles are reviewed and the use of computers explored. The authors stress that the government unit with responsibility for meeting future debt service obligations should also play a major role in decisions regarding foreign borrowing. Reporting statistics on external debt is a crucial part of a country's relationship with the World Bank and other donors. The Bank has formal requirements for debt reporting by member nations and accurate accounting is a prerequisite to having loans considered by the Bank's Executive Board. This book is an essential reference for training and technical assistance programs in asset and liability mangement.
