"Efficient land transactions and a functioning land market play an important role in economic development and growth. Yet, during the negotiations for their accession to the European Union in 2004, candidate countries requested the possibility to maintain restrictions on the acquisition of agricultural land and forests by foreigners for a certain period of time. Among other reasons, they considered the restrictions necessary to protect their agricultural sectors from shocks that might arise from the differences in land prices and incomes with the rest of the EU.
