Esta publicación, pretende poner de manifiesto cual fue el papel del Estado, en la atención socio-educativa de los menores almerienses en diferentes situaciones de abandono o de familias en dificultades económicas, a través de diversas instituciones públicas en la protección a la infancia en el período que va desde 1936-1970, poniendo especial hincapié en la evolución de estas políticas en el período descrito y el nivel de coordinación entre las instituciones implicadas. Partiendo de la situación de necesidad en que vivían, se hace una descripción de la labor llevada a cabo por la instituciones y servicios públicos de tipo asistencial (Casa Cuna Provincial, Comedores Infantiles, Centros de Alimentación Infantil, Centros de Maternología y Casas de la Madre, Hogar Marítimo, Guarderías, Preventorio Infantil, Ayudas a la Lactancia de Gemelos y a los Huérfanos) como de tipo educativo (Hogares Infantiles y Escolares, Tribunal Tutelar de Menores, Escuela Hogares, Centro para Niños Subnormales y Protección Escolar en forma de becas, ayudas a los niños y niñas de población ultradiserninada y de bajas capacidades psíquicas y sensoriales auditivos).
