Lorsqu'il publie ces Considerations sur le gouvernement representatif, en 1861, John Stuart Mill n'en connait aucun qui satisfasse cette exigence. En puisant dans l'histoire politique europeenne et americaine des XVIIIe et XIXe siecles, il elabore pourtant un discours philosophique original sur ce regime inedit qu'est la democratie representative .
