Este texto é fruto das reflexões e da experiência do autor enquanto professor de Relações Internacionais na Faculdade de Direito da Universidade de Lisboa. Nele procura integrar, "de forma interdisciplinar, as matérias da ciência do direito, das relações internacionais e da política, com o micro da técnica e do saber-fazer e o macro da procura da sabedoria, a que muitos dão o nome de filosofia", por acreditar que só assim se pode "aceder à complexa questão da globalização, da mundialização ou da planetarização".
