New Public Management as an administrative reform ideology as well as conceptual innovation has changed the outlook of public administration during the last ten years. Public administration and public administration reform should not only be concerned with the improvement of the efficiency and coherence which play an important role in public administration, but also political values like liberty, equity and security as well as legal values like the rule of the law. The Internet has been transformed in the past years from a system primarily oriented on information provision into a medium for communication and community-building. The notion of “Web 2.0”, social software, and social networking sites such as Facebook, Twitter and MySpace have emerged in this context. With such platforms comes the massive provision and storage of personal data that are systematically evaluated, marketed, and used for targeting users with advertising. In a world of global economic competition, economic crisis, and fear of terrorism after 9/11, both corporations and state institutions have a growing interest in accessing this personal data. Here, contributors explore this changing landscape by addressing topics such as commercial data collection by advertising, consumer sites and interactive media; self-disclosure in the social web; surveillance of file-sharers; privacy in the age of the internet; civil watch-surveillance on social networking sites; and networked interactive surveillance in transnational space. Concern for achieving Millennium Development Goals (MDGs) by 2015 has led to a focus on the role that non-state providers (NSPs) can offer in extending access and improving quality of basic services. While NSPs can help to fill a gap in provision to those excluded from state provision, recent growth in both for-profit and not-for-profit providers in developing countries has sometimes resulted in fragmentation of service delivery. To address this, attention is increasingly given in the education sector to developing ‘partnerships’ between governments and NSPs. Partnerships are further driven by the expectation that the state has the moral, social, and legal responsibility for overall education service delivery and so should play a role in facilitating and regulating NSPs. Even where the ultimate aim of both non-state providers and the state is to provide education of acceptable quality to all children, this book provides evidence from diverse contexts across Africa, South Asia, and Latin America to highlight the challenges in them partnering to achieve this. This book was published as a special issue of Development in Practice.
In February 2019, Donald Trump announced the United States withdrew from the landmark Cold War-era Intermediate-Range Nuclear Forces Treaty with Russia sparking worldwide concerns over the specter of a new nuclear arms race. The rational-actor and game-theoretic models dominating international relations literature failed to predict or explain this strategic choice. Rationalist, normative, and materialist models of strategic choice saturate the study of international relations. Scholars continue to expose the shortfalls in these approaches in explaining or predicting outcomes of strategic interactions. In this timely study, John P. DeRosa advances a new model of strategic choice through a narrative lens. This narrative turn reframes the logic to emphasize the propositions of motives, perceptions, preferences, and the reflexive interaction of strategic choices. Case studies of American and Russian nuclear arms control treaties from the negotiations of the Intermediate-Range Nuclear Forces (INF) Treaty in 1987 to the crisis of the US withdrawal from the INF Treaty in 2019 support building a theory of “narrativized” strategic choice.
