The Eighth Data Release of the Sloan Digital Sky Survey
The Sloan Digital Sky Survey (SDSS) started a new phase in 2008 August, with new instrumentation and new surveys focused on Galactic structure and chemical evolution, measurements of the baryon oscillation feature in the clustering of galaxies and the quasar Ly[Greek letter alpha] forest, and a radial velocity search for planets around ~8000 stars. This paper describes the first data release of SDSS-III (and the eighth counting from the beginning of the SDSS). The release includes five-band imaging of roughly 5200 deg2 in the southern Galactic cap, bringing the total footprint of the SDSS imaging to 14,555 deg2, or over a third of the Celestial Sphere. The Interplay Among Black Holes, Stars and ISM in Galactic Nuclei (IAU S222)
How massive are the largest and smallest nuclear black holes in galaxies? Why are the masses of nuclear black holes proportional to those of their host galaxy bulges? How is nuclear activity triggered? What are the observational signatures of such processes? What are the connections between the active nucleus, stars and interstellar medium in galaxies? Answers to these questions are addressed in this book, which presents a compilation of 191 works covering recent observations from X-rays to radio wavelengths, as well as theoretical modeling of accretion disks, stellar populations and galaxy and black hole evolution. Transactions of the International Astronomical Union
IAU Transactions XXIIB summarizes the work of the XXIInd General Assembly. The discourses given during the Inaugural and Closing Ceremonies are reproduced in Chapters I and III, respectively. The proceedings of the two sessions of the General Assembly will be found in Chapter II, which includes the Resolutions and the report of the Finance Committee. The Statutes, Bye-Laws and a few working rules of the Union are published in Chapter IV. The Accounts and other aspects of the administration of the Union are recorded in Chapter V, together with the report of the Executive Committee for this last triennium, and provide the permanent record for the Union in the period 1991-1994. This volume also contains the Commission reports from The Hague compiled by the Presidents of the Commissions (Chapter VI). Finally, Chapter VII contains the list of countries adhering to the Union and the alphabetical, geographical and commission membership lists of about 8000 individual members. The IAU still appears to be unique among the scientific Unions in maintaining this category of individual membership which contributes in a crucial way to the spirit and the aims of the Union.

Fiscal Space in an Era of Central Bank Activism
Central banks' liabilities are still often excluded from debt sustainability analyses, despite the enormous expansions in central banks' balance sheets that we have witnessed in recent years. In this paper, we construct a dataset that consolidates both general government and central bank balance sheets and argue that this metric allows for fairer comparisons across countries. The findings highlight the increasingly important role played by central banks in managing and altering the profile of the privately-held sovereign debt. In addition, they shed light into the impact of FX reserves accumulation and QE on reducing the debt maturity, which cannot be captered by traditional general government debt metric.
