La evaluación de la gestión pública desde un enfoque decolonial: teorías, experiencias y aprendizajes

Esta obra parte de la necesidad de buscar formas de conocimiento en las políticas públicas, específicamente en la evaluación de políticas y programas. Desde un inicio, el enfoque eurocéntrico desarrollista se impuso como el único camino para alcanzar el desarrollo de las sociedades y con ello culminar un proyecto civilizatorio occidentalizado. No obstante, las diferencias socioculturales en el mundo demostraron que el modelo importado por Estados Unidos y Europa era insuficiente para Asia, África, América Latina y el Caribe. Es así que replanteamos el método del conocimiento dentro de las políticas públicas, sus cimientos, pilares y alcances. A partir de las experiencias de análisis de políticas públicas y, en específico, de la evaluación de programas y políticas públicas, decidimos extrapolar la pretensión de conocimiento al momento más abstracto: la epistemología. Es en este nivel que reconsideramos los porqués del inicio y paraqués de los fines de la acción pública. Pretendemos descolonizar/decolonizar la evaluación de los programas y las políticas públicas.

Mexico's Economic Dilemma

Written by two leading scholars, this book provides a detailed analysis of Mexico's political economy. James M. Cypher and Raúl Delgado Wise begin with an examination of Mexico's pivotal economic crisis of the 1980s and the consequent turn toward an export-led economy, later anchored by NAFTA. They show how Mexico, after abandoning frequently successful past practices of state-led development, disastrously tied its future to an unconditional reliance on foreign corporations to promote an export-led growth strategy. Focusing on Mexico's cheap labor export model, the authors use the maquiladora sector and the auto industry as case studies of the perils of globalization—the "race to the bottom" as capital becomes ever more international. The government's unconstrained free-market policies, they convincingly argue, have resulted in a fragmented economy marked by stagnation, falling wages, informal part-time employment, and massive migration, which define daily life for all but a tiny minority.
