El objetivo principal de este documento es proporcionar evidencias sobre las condiciones de vida y las inequidades que afectan a la primera infancia en las principales ciudades de Colombia. Con ello, se espera hacer un aporte para el desarrollo de políticas públicas locales, potenciar el impacto de los programas nacionales e incidir para mejorar la implementación de intervenciones que permitan alcanzar la amplia realización de los derechos y el potencial de todas las niñas y los niños del país. Se busca poner una mirada centrada en asegurar una efectiva equidad en el alcance de estos derechos. El ejercicio desarrollado está en línea con el compromiso asumido por el gobierno nacional en su estrategia de atención integral a la primera infancia "De Cero a Siempre" y el esfuerzo de administraciones locales para proteger a esta población. A partir de esta propuesta de medición, se plantea la incorporación y progresiva ampliación de evidencia estadística que, desde los contextos locales, dé cuenta de la aproximación de atención integral, en especial a los sectores vulnerables.
