The Challenges of Education in Brazil
Education in Brazil has changed intensely over the last several years. Access to basic education is nearly universal, secondary education has been expanding very rapidly, and so too has higher education at both the undergraduate and graduate levels. However, serious issues remain related to quality, equity and inappropriate use of resources. Some of these problems are related to the fact that Brazil started to develop its education institutions very late, and did not build strong teaching and academic professions that could provide the necessary support for education policies committed to equity, quality and efficiency. What causes a government to invest--or not invest--in poor citizens, especially mass education? In The Education of Nations, Stephen Kosack focuses on three radically different developing countries whose developmental trajectories bear little resemblance to each other--Brazil, Ghana, and Taiwan--and offers an elegant and pragmatic answer to this crucially important question. Quite simply, the level of investment in mass education is the product of one of two simple conditions, one political and one economic. The first condition is the nature and success of political entrepreneurs at organizing the poor politically; the second is the flexibility of the labor market faced by employers who need skilled workers. Drawing from a half-century of evidence, he has found that irrespective of every other factor, these two conditions alone explain whether education is available to the poor or restricted to elites as well as many of the key features of education systems. Social Protection and the Market in Latin America
Social security institutions have been among the most stable post-war social programs around the world. Increasingly, however, these institutions have undergone profound transformation from public risk-pooling systems to individual market-based designs. Why has this 'privatization' occurred? Why do some governments enact more radical pension privatizations than others? This book provides a theoretical and empirical account of when and to what degree governments privatize national old-age pension systems. Quantitative cross-national analysis simulates the degree of pension privatization around the world and tests competing hypotheses to explain reform outcomes. In addition, comparative analysis of pension reforms in Argentina, Brazil, Mexico and Uruguay evaluate a causal theory of institutional change. The central argument is that pension privatization emerges from political conflict, rather than from exogenous pressures. The argument is developed around three dimensions: the double bind of globalization, contingent path-dependent processes, and the legislative politics of loss imposition.
