Redispatch in Zonal Pricing Electricity Markets
Zonal pricing electricity markets operate sequentially. First, the suppliers compete in a spot market. Second, to alleviate the congestion in the transmission line, in a redispatch market, the suppliers in the importing node are called into operation to increase their production, and the suppliers in the exporting node are compensated to reduce their production. I characterize the equilibrium in a zonal market when the competition is imperfect and the spot and redispatch markets operate sequentially. I also work out the equilibrium when the transmission line is taken into account in the spot market, i.e., it is not necessary to introduce a redispatch market to alleviate the congestion in the transmission line. I find that the consumers' welfare and suppliers' profits depend crucially on the type of redispatch design implemented by the auctioneer, and that could introduce long term investment distortions.
Production Or Transmission Investments? A Comparative Analysis
A successful transformation to a carbon neutral energy system requires the correct investments in transmission and production capacity. In a zonal pricing electricity market, the one proposed by the European Commission to integrate the European electricity markets, I analyze the effects that investments in transmission and production capacity have on consumer welfare and suppliers' profits. In the specific setting of this paper, I show that when the competition is perfect, an investment in transmission capacity between zones (inter Transmission System Operator (TSO) investment) and an investment in production capacity generate the same equilibrium outcome allocations. In contrast, when the competition is imperfect, an inter TSO investment and an investment in production capacity generate different equilibrium outcome allocations.
Auction Performance in Wholesale Electricity Markets in the Presence of Transmission Constraints and Transmission Costs
Electricity markets are becoming more integrated around the world. However, the knowledge of the effects of different auction formats on suppliers' strategies in the presence of transmission constraints and transmission costs is still very limited. In this paper, I analyze the performance of uniform and discriminatory price auctions in the presence of transmission constraints and transmission costs. When the transmission capacity is binding, the discriminatory price auction could outperform the uniform price auction, minimizing the equilibrium price and the transmission costs. Moreover, when the transmission capacity is binding, an increase in transmission costs could be pro-competitive when the auction is discriminatory, but not when the auction is uniform.
Transmission Costs, Transmission Capacities and Their Influence on Market Power in Wholesale Electricity Markets
The integration of electricity markets around the world has increased the importance of congestion between countries/states and has initiated a discussion of how to harmonize network tariffs. This paper analyzes how the transmission capacity and the transmission cost, such as a transmission tariff, influence bidding behavior in electricity markets. It is shown that transmission costs can have seemingly counter-intuitive effects. Normally, more transmission capacity would improve competition, but this is not necessarily the case when one considers transmission costs.The paper also illustrates that there are cases where increasing transmission costs could have a pro-competitive effect and benefit consumers. In contrast, point of connection tariffs, which are used in the majority of the European countries, always push up electricity prices and always hurt consumers.
Beyond Hawks and Doves
It is often argued that inequality may worsen coordination failures as it exacerbates conflicts of interests, making it difficult to achieve an efficient outcome. This paper shows that this needs not to be always the case. In a context in which two populations compete over a scarce resource, we introduce ex-ante inequality, by making one population stronger than the other. This reduces the cost of miscoordination for the weakest population, and at the same time it makes some equilibria more equitable than others, thus more attractive for inequality-averse players. Hence, both social preferences and strategic risk considerations may ease coordination. We provide experimental support for this hypothesis, by considering an extended two-population Hawk-Dove game, where ex-ante inequality, number of pure-strategy equilibria, and cost of coordination vary across treatments. We find that subjects coordinate more often on the efficient outcomes in the treatment with ex-ante inequality.
