Thomas Paine's famous defence of the French Revolution, The Rights of Man, led to his being outlawed and burnt in effigy in his native Britain. His pamphlets on the American Revolution and the Church were no less controversial. Paine produced one of the first blueprints for a welfare state,and advocated a progressive tax system to secure a basic provision for all.
