Life Out of the Shadows
This paper examines the effects of a government regularization program offered to half a million Venezuelan refugees in Colombia. For this purpose, 2,232 surveys of refugee families were collected and used to compare refugees who arrived in Colombia around a specified eligibility date in 2018. The analysis finds that program beneficiaries experienced improvements in consumption (60 percent), income (31 percent), physical and mental health (1.8 sd), registration rates in the system that assesses vulnerability and awards public transfers (40 pp), and financial services (64.3 pp), relative to other refugees. The program also induced a change in labor formalization of 10 pp.
Emerging from the Pandemic Tunnel with Faster Growth and Greater Equity: A Strategy for a New Social Compact in Latin America and the Caribbean
While the pandemic lasts, Latin America and the Caribbean (LAC) will go through a tunnel full of uncertainty. It is not known especially how long it is: how long until therapies or a vaccine emerge, or until best practices are known to control the pandemic to live with a virus of unknown lethality. Spanish Abstract: Las economías en desarrollo se caracterizan por la coexistencia de sectores tradicionales y modernos, resultado de fallas de mercado, principalmente, costos de transacción. Las vías rurales son uno de los mecanismos para suavizar estas fricciones pues facilitan el acceso a mercados. Estudio el efecto que cambios en la calidad de las vías rurales tienen sobre las decisiones de producción agrícola de los hogares colombianos y encuentro efectos heterogéneos según la distancia a los mercados nacionales y locales. Los hogares centrales reducen su producción mientras los hogares periféricos la expanden, se vuelven más productivos e intensifican el uso de insumos. Este trabajo se une a la literatura que analiza el impacto de vías rurales sobre la productividad agrícola y el cambio estructural.
The Native Market of the Spanish New Mexican Craftsmen, 1933-1940
Anglo-Americans in New Mexico were a major cause of the decline of traditional Spanish New Mexican crafts in the nineteenth century; in a reverse swing, they helped to bring about a revival in the twentieth century. When the railroad came west in the 1880s life in New Mexico changed almost overnight, and crafts which had thrived in isolation declined rapidly. La política pública frente al Covid-19
El objetivo de esta nota es discutir las opciones de política pública para los países de ALC y así proveer insumos de discusión para los gobiernos de la región. La nota se concentra en los retos de política pública para manejar la crisis sanitaria y económica de las primeras etapas de la pandemia: (1) la urgencia sanitaria y el confinamiento generalizado de la población; y (2) la transición hacia un confinamiento parcial y la reanudación paulatina de las actividades económicas. El documento no aborda la tercera etapa: la recuperación económica una vez se controle la pandemia. En concreto, la nota (1) discute las importantes tensiones de política (trade-offs) que los gobiernos están intentando reconciliar; (2) describe los límites y las restricciones que enfrentan para responder a la crisis sanitaria y económica y cómo éstos varían entre países en la región; y (3) recomienda medidas e intervenciones y su secuenciamiento.
