An exceptional load vehicle is defined as one whose height, width, length and/or weight is greater than regulated by the Highway Traffic Act or municipal by-laws for unrestricted movement on public roadways. This study addresses the concern of decreasing route opportunities by proposing a set of roads to be designated as exceptional load (E.L.) routes, and a set of dimensions to comprise the E.L. envelope. Activities undertaken during the study included the determination of provincial, Metropolitan Toronto and area municipal roads used by exceptional load vehicles; the establishment of the dimensions that encompass the majority of exceptional loads; the establishment of an interim exceptional load network currently capable of accommodating the chosen dimensions; and the determination of a long-term exceptional load network.

One of the most pressing and difficult issues that Metropolitan Toronto has to deal with is transportation congestion. In response to this situation, the Metropolitan Toronto Transportation Department developed a study of courier operations with the objective of minimizing the impact of courier operations on vehicular and pedestrian traffic, and accommodating the needs of couriers concerning their goods pick ups and deliveries. This document presents information on the current courier industry, the licensing of Metro couriers, and the opportunities offered by congestion. It also provides an analysis of potential alternative measures.
