Hungary

Modernisation of the public sector, reforming intergovernmental fiscal relations, enhancing the local capacity to implement local strategies, and developing the legislative and institutional framework for efficient delivery of public services are among the biggest challenges in transition economies. Hungary has been a pioneer in local government reform and the Hungary Subnational Development Program (SNDP) proves the value of an integrated approach.

Environmental Health

Environmental health remains at the periphery of sustainable development, because it is inadequately defined and institutionally fragmented. This publication aims to provide ways of addressing this multisectoral problem. It is in three parts. The first looks at harmonising sectoral priorities and shows that environmental health can target at least as much disease as the health sector. The second part provides environmental health assessment guidelines. The third part looks at the results of a pilot project to put theory into practice in Ghana.

Unleashing Russia's Business Potential

Russia needs to continue to assess and improve its business environment in order to ensure continuing investment and sustained growth. Currently many of the new businesses are being established in the larger urban areas but similar new businesses need to develop at the regional level. This book, based on in-depth case studies of more than 70 companies across 13 regions in Russia, examines four areas key to institutional development, and formulates policy recommendations. Topics include: the determinants of inter-enterprise competition and market structure at the local level; the regulatory regime governing the price, supply and access to local infrastructure services; access to corporate finance in regional markets; and the legal system for resolution of commercial disputes.

Making the Transition Work for Women in Europe and Central Asia

Women in the Europe and Central Asia region complain about loss of employment, sexual harassment, violence, poor enforcement of the law, poor political representation, and poor health care. Many greet these complaints with skepticism or dismissal. Is it economic expedience due to the sheer magnitude of the changes taking place under the transition? Did the Soviet legacy delude observers into believing that there is gender equality in the region? While budgets shrink, how can gender be integrated into country department work programs? To answer these and other pressing questions regarding the gender issue, the World Bank held a conference in June 1999. Women from the ECA region, Western Europ...

Gender-related Legal Reform and Access to Economic Resources in Eastern Africa

  • Categories: Law

The impetus for change in African legal reform is coming primarily from African women themselves, as they respond to their personal and practical experiences with the law. Top-down imposition of norms has not worked; if legal reform is to lead to sustainable equity for women, the voices of these women must be heard. Given that previous efforts to ensure greater equity in personal laws have not been fully successful in eastern African countries, any new legal initiatives must not repeat the mistakes of the past. Law must not again remain merely on the books as a legitimizing tool that reinforces or supports gender discrimination, but must actively protect and guard the interests of both men and women. This paper attempts to draw out some possible lessons from past experience to inform new efforts at legal reform in these countries. It examines the laws related to allocation of economic resources within households in the broader historical, social, and cultural context in some of these countries, and examines the effectiveness of these laws in challenging gender relationships.

Market-based Instruments for Environmental Policymaking in Latin America and the Caribbean

To preserve the environment with the lowest possible cost to the social sector means that private costs should be aligned with social costs. Many governments in the Latin American and Caribbean Region are doing this now using market-based instruments (MBIs). This publication investigates the use of MBIs in the Latin America and the Caribbean (LAC) context. The investigation covers a sample of eleven countries in the region and a cross-section of environmental issues in an urban setting.

Agricultural Innovation Systems

Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of know...

Decentralization and Intrastate Struggles

Decentralization may help preserve peace in one country or in one region, but may have the opposite effect in others.
