Doctoral education is a wise societal investment with excellent pay-off in both the short- and long term. In Central- and South-East European countries numerous doctoral schools have the potential to become internationally recognized LEADERS in certain scientific areas. Public authorities pay insufficient attention to this unique source of prosperity. To utilize the potential of the immense human resources of the Region requires determination by public authorities and industry as well as universities themselves. Alternatively the Region's doctoral schools will fall behind and be a second-rank follower. The Region's universities need to modernize their doctoral schools, including the related administration. It requires institutional autonomy and adequate funding. It is insufficient to solely rely on assistance and funding from the European Union.
