Nordic Economic Policy Review 2023
This issue of Nordic Economic Policy Review explores the implications of new EU-wide climate policy in the Nordic countries. All of them have introduced more ambitious targets for abatement than the EU, but are the national targets and measures consistent with the EU’s new Fit for 55 package? If not, how should national policies be made consistent with EU policy? EU directives set targets for national climate policy, but member states are free to choose the means of achieving them. Are national measures to meet targets set by EU directives efficient? If not, how can they be made so? What are the costs and benefits of national climate policy aiming for more stringent targets than those under Fit for 55? Ideology, Social Theory, and the Environment
This book shows that polemical environmental and ecological debates are governed not so much by access to 'facts' as they are by the political ideology of the expert advancing a particular argument. Moreover, the thoughts of these experts tend to be based largely in just one of three competing streams of political thought: the left, the center, or the right. Environmental Taxes
This doctoral dissertation concerns the legal drafting issues related to environmental taxes. What is left of the economic idea of an environmental tax after it has been recast as a legal institution? To what extent have environmental taxes been adjusted to the existing legal system and to what extent have their specific objectives been taken into account? How are we to promote the theoretical virtues of environmental taxes in practice and how can we avoid the pitfalls implicit in a sustainable tax policy? What kind of challenges and opportunities exist to change the tax mix? To answer these questions, the concept of an environmental tax is clarified and different kinds of environmental taxes systematized, the forces driving the emergence of an environmental tax policy in Western Europe are outlined, and the relationship between environmental taxes and other legal institutions is analysed. Particular attention is paid to the regulatory problems surrounding carbon tax legislation.
