Preventing Unemployment in Europe

Researchers in policy and social sciences from across Europe explore a number of perspectives for developing preventive labor market policies in the continent against the background of existing experience with national strategies and the increasing influence on labor market programs by the European Union. They focus on the extent to which the conditional framework is changing and how programs and instrument must respond, what response mechanisms characterize national strategies, and what learning processes can be triggered by exchanging national experience and what role the European Union organs play in such exchanges. The 12 papers are from a workshop for which no date nor location are identified. Annotation copyrighted by Book News Inc., Portland, OR

Unveiling Wealth

Does money blur perspectives for a better life? Lifting the money veil from our yardsticks of progress, income and wealth, reveals the trade-offs of economic growth. The book presents new indicators of the social, economic and ecological impacts of our lifestyles and production techniques. The indicators help to identify those responsible for these impacts and account for their accountability in terms of environmental and other ("social") costs. Sustainable development is to bring about long-term prosperity without undermining its natural foundation. For the assessment of the opaque concept we need both, physical impact measures and environmentally modified ("green") indicators of income, capital and output. Peter Bartelmus opens the dialogue between frequently hostile camps of economists and environmentalists, data producers and users, and scientists and policy makers. Together, they may steer us towards a sustainable future.

Strategies for Managing Global Environmental Risks

Global risk potentials and their interplay with economic, social and ecological processes of change have emerged as a challenge to the international community. By presenting this report, the Council hopes to contribute constructively to an effective, efficient and objective management of the risks of global change. The approach taken by the Council is first to classify globally relevant risks and then to assign to these classes of risk both established and innovative risk assessment strategies and risk management tools. On this basis, management priorities can be set. The Council further recommends a number of cross-cutting strategies for international policies. These include worldwide alignment of liability law, creation of environmental liability funds, establishment of a United Nations Risk Assessment Panel and implementation of strategies aimed at reducing vulnerability to risk.

International institutions and structures are crucial to the management of the global environment. The present arrangements are failing to cope adequately with the scale of the task and the demands placed on them, and alternatives are urgently needed. In this second volume of World in Transition, experts in the German Advisory Council on Global Change (WGBU) analyze the problems and set out comprehensive and persuasive policies for a successful future regime. Central to the future, it argues, will be a strengthened and more effective UN Environment Programme within an alliance organized around three main objectives of assessment, organization and funding.
