The presented book does not intend to be a fractographic description of the events that took place in the first 10 years of Poland's membership in the European Union, broken down by individual sectoral policies, political relations or Europeanization processes. The most important here is the analysis of the European policy understood as the entirety of activities initiated within the Polish political system and undertaken by the Polish authorities in EU institutions and in contacts with the other member states, in the context of EU functioning. While characterizing the research objectives of this investigation, one should also stress the importance of analyzing the full scope of Poland's integration activities considered as a set of common elements visible in the activities undertaken by many different state institutions.

Lektura Traktatu o funkcjonowaniu Unii Europejskiej nie jest najprzyjemniejszym zadaniem. Jeśli wziąć bowiem do ręki Traktat z Lizbony, to można się przekonać, jak trudne jest ogarnięcie całości pomieszczonych w nim uregulowań. Uchwycenie myśli przewodniej. Dostrzeżenie wreszcie wszystkich związków przyczynowo-skutkowych. I bynajmniej nie dlatego, że Traktat liczy 153 strony formatu A4. Lub z tego powodu, iż na jego objętość składa się – oprócz tekstu zasadniczego – 37 protokołów, 2 załączniki i akt końcowy zawierający 65 oświadczeń. Tymczasem nakazem chwili jest właśnie staranna lektura. Uważna analiza uregulowań traktatowych. Warto przecież wiedzieć, pod rządami jakiego traktatu żyjemy po jego ratyfikacji. Nie do końca bowiem uświadamiamy sobie ten fakt, że obowiązywanie Traktatu z Lizbony nie ogranicza się wyłącznie do relacji ponadnarodowych. Że wprost przeciwnie, przenika on do każdej dziedziny naszego życia. I to niezależnie od tego, w jakim stopniu jest to zgodne z rozumieniem naszego interesu bądź naszego poczucia sprawiedliwości. Już bowiem starożytni Rzymianie mawiali dura lex sed lex.
