Untuk menghasilkan pelaksanaan pemerintahan yang baik terutama dalam era otonomi daerah seperti sekarang , diperlukan dukungan dari sumber daya manusia yang maksimal. Tanpa adanya dukungan sumber daya manusia yang memadai, kegiatan dalam suatu instansi pemerintahan tidak akan berjalan dengan baik. Setiap organisasi dibentuk untuk mencapai tujuan tertentu , dan tolak ukur keberhasilan dari suatu organisasi adalah ketika tujuan atau target yang di inginkan tercapai. Bagi organisasi pemerintahan tolak ukurnya adalah capaian kinerja dalam melaksanakan pelayanan terhadap masyarakat.
