The Health for All Policy Framework for the WHO European Region
This book is the third update of the Health for All policy framework for the WHO European Region adopted in September 2005. This concluded two years of work integrating the new knowledge accumulated since the previous update in 1998 and incorporating the results from broad consultations with countries and key partner agencies. This 2005 update develops the concept of ethical values-based governance. It also offers policy-makers the potential to put values into practice and action. A set of concrete tools is proposed that can be used to check national health policies or national health systems for their respect for certain rights and values. The update calls for an open-ended Health for All process a forum for exchanging experiences examples and case studies of national Health for All activities that countries themselves choose to carry out. In this regard the 2005 update may be used as a tool for promoting the ethical development of national health policies in a way that is pragmatic and useful ensuring the continuous evolution of Health for All in the European Region.
Realizing Our Vision
"In 2010 the WHO Regional Committee for Europe adopted an ambitious five-year vision of better health in the WHO European Region. The WHO Regional Office for Europe and the 53 countries it serves therefore agreed to follow a roadmap with specific milestones to enable the Regional Office to respond to the changing European environment and to further strengthen it as an evidence-based centre of health policy and public health excellence that could better support the Region's diverse Member States. The work and achievements over the last four years required great effort commitment and cooperation from all parties: the Secretariat and Member States that comprise WHO in Europe which in turn is part of one WHO worldwide and all WHO's partners in the Region. Several publications give highlights of the first two years of this journey. This book covers the second two years which include the halfway point of the period covered by the vision. It describes how we are making our vision a reality to secure better health for everyone in Europe."
Forty Years of WHO in Europe
The Europe of 1991, when this story finishes, is vastly different from the continent of 40 years ago when the WHO Regional Office for Europe began its work. Europe not only lay devastated by the Second World War, but was embarking on decades of what came to be known as the "cold War" between east and west. Yet despite the apparently irreconcilable ideological differences, and their expression in political and military confrontation, the record of the Regional Office and its Member States of all political persuasions is one of unqualified success.

Health in Europe 1997
This is the report on the third evaluation of the implementation of the health for all strategy in the WHO European Region. In western Europe the socioeconomic environment is generally stable and indeed has improved moderately in many respects, although with great variation. The situation has worsened considerably, however, in the CCEE and NIS, where expectations at the time of the second health for all evaluation in 1990-1991 quickly proved to be too optimistic.
