Wait No More
This book is about the smallest unit of public policy: the government transaction. Government transactionsrequesting a birth certificate, registering a property, or opening a business, for exampleare the way that citizens and companies connect with the government. Efficient transactions enhance the business climate, citizen perception of government, and access to crucial public programs and services. In Latin America and the Caribbean, however, government transactions are often headaches. Public institutions rarely coordinate with each other, still rely on paper, and are more concerned about fulfilling bureaucratic requirements than meeting citizens needs. Wait No More empirically confirms a reality known anecdotally but previously unquantified and offers a path to escape the bureaucratic maze.

The Limits of Identity
The Limits of Identity is a polemical critique of the repudiation of universalism and the theoretical commitment to identity and difference embedded in Latin American literary and cultural studies. Through original readings of foundational Latin American thinkers (such as José Martí and José Enrique Rodó) and contemporary theorists (such as John Beverley and Doris Sommer), Charles Hatfield reveals and challenges the anti-universalism that informs seemingly disparate theoretical projects. The Limits of Identity offers a critical reexamination of widely held conceptions of culture, ideology, interpretation, and history. The repudiation of universalism, Hatfield argues, creates a set of problems that are both theoretical and political. Even though the recognition of identity and difference is normally thought to be a form of resistance, The Limits of Identity claims that, in fact, the opposite is true.

A Unifying Enlightenment
This book contains a systematic study of economic institutions during the Spanish Enlightenment in the areas of print culture (the press, merchants’ handbooks, teaching materials), education (university chairs in political economy and commerce) and the organisation of financial matters at state level (economic societies, trade consulates and the official statistics agency). A Unifying Enlightenment is a fresh interpretation of political economy’s contribution to the development of the European Enlightenment. Jesús Astigarraga shows that, far from being a straightforward intellectual phenomenon, this new science played a crucial role in both the circulating and institutionalisation of Enlightenment culture and the process of political unification and articulation undergone by the Spanish monarchy, which culminated in a constitutional culture.
Serving Citizens
This book focuses on civil service reform within the central administration in Latin America. It analyzes updated versions of the country assessments carried out by the Inter-American Development Bank in 2004 in 16 countries and presents a comparative analysis of the ways in which the countries have evolved during the last decade. The methodology is based on the principles of the Ibero-American Charter for Public Service. In addition, it draws lessons from reform processes, identifying strategies for civil service modernization in the region. Finally, the book proposes a possible future agenda to continue the efforts to further professionalize the civil service in Latin America.
