The impacts of climate change on agriculture and food production in Southeast Asia will be largely mediated through water, but climate is only one driver of change. Water resources in the region will be shaped by a complex mixture of social, economic and environmental factors. This report reviews the current status and trends in water management in the Greater Mekong Subregion; assesses likely impacts of climate change on water resources to 2050; examines water management strategies in the context of climate and other changes; and identifies priority actions for governments and communities to improve resilience of the water sector and safeguard food production.

Mapping drought patterns and impacts: a global perspective

The study examines the global pattern and impacts of droughts through mapping several drought-related characteristics - either at a country level or at regular grid scales. It appears that arid and semi-arid areas also tend to have a higher probability of drought occurrence. It is illustrated that the African continent is lagging behind the rest of the world on many indicators related to drought-preparedness and that agricultural economies, overall, are much more vulnerable to adverse societal impacts of meteorological droughts. The study also examines the ability of various countries to satisfy their water needs during droughts using storage-related indices.

A Comparative Analysis of the Technical Efficiency of Rain-fed and Smallholder Irrigation in Ethiopia

Agriculture is the most significant contributor to Ethiopia’s economy. Most of the agricultural production is under rainfed conditions and thus extremely sensitive to rainfall variability. Irrigation development, including smallholder irrigation, is used by the Ethiopian Government to attempt to mitigate the effects of rainfall variability. In this study, we look at smallholder irrigation – modern and traditional irrigation systems. A detailed description of the cropping patterns is given. The stochastic frontier production function approach is used to estimate technical inefficiency, and constraints to production are analyzed. Since the traditional system is found to be efficient but on a lower production frontier, the study shows that significant gains can be made by raising the frontier of the traditional systems and increasing the efficiency of the modern systems. Among the production constraints studied were land preparation, soil fertility, weed control, pests and diseases, soil erosion, input access and moisture deficiency. The most significant constraints on the irrigated systems were input access and moisture deficiency.

This book emphasis the role of farm level adaptation as a key in developmental pathways that are challenged by climate risks in the semi-arid tropics of Asia and Africa. It throws light on key issues that arise in farm level impacts, adaptation and vulnerability to climate change and discusses Q2 methodological approaches undertaken in study domains of Asia and Africa. The book systematically describes the perceptions, aspirations as elicited/voiced by the farmers and identifies determinants of adaptation decisions. Chapters identify constraints and opportunities that are translated into indicative intervention recommendations towards climate resilient farm households in the semi-arid tropics of Asia and Africa. Furthermore, it discusses with evidences that contributes to the development of livelihood strategy for poor farmers in Asia (Bangladesh, India, Sri Lanka, Thailand, Vietnam and China) and Africa (Burkina Faso, Niger, Kenya and Ghana).
