The COVID-19 pandemic is an unprecedented event for the European Union (EU). While, throughout history, there has been a number of pandemics, national economies were however not as intertwined as they are today. The measures taken by EU Member States to contain the spread of the pandemic have considerably impacted supply chains and markets throughout the Union. Furthermore, for the first time, the enacted lockdown measures1 severely impeded professional and private life of citizens. The initial measures implemented by the Member States and the EU institutions to contain the pandemic have exerted a strong influence on the European regions, differing widely based on several factors, such as re...

Europe faces major economic, social and environmental challenges. It also has great potential to improve living conditions in all places and for all people (Territorial Agenda, 2020). Still in many regards Europe faces increasing imbalances and inequalities which drive people and territories apart and risk undermining future development perspectives. This is despite economic, social and territorial cohesion and solidarity being an aim of the Treaty on the European Union (Article 3, TEU); and despite the EU having the world's most extensive development policy - EU Cohesion Policy. Cohesion along with the reduction of imbalances and inequalities in Europe cannot be addressed by one policy field single handed. It has to be a joint effort and aim of all EU policies. This report provides the first sectoral analysis of cohesion as an overall value and objective of the EU by assessing the 'Cohesion Spirit' of EU policies, i.e. how they reflect cohesion as a European value.

The study Rural proofing - a foresight framework for resilient rural communities is focussing on a term that has become in recent years a prominent concept within rural development. Rural areas are considered as particularly at-risk regarding disparities and unbalanced impacts of policies on EU level and other levels of governance, therefore the idea of "rural proofing", namely ensuring that "thinking rural" becomes part of the policy design at all governance levels, potential negative impacts are addressed and positive aspects of a policy are fostered. Rural proofing is called for by the Cork Declaration 2.0, by the EU long-term-vision on rural areas and is a declared approach of the 2022 W...

Green Cities, Governance and the Law

  • Categories: Law

This book focusses on the developing role that the city currently plays in dealing with the effects of climate change and the instruments that can be utilised to make them truly green. Cities are at the centre of European directives aimed at tackling climate change, representing a key part of the European Green Deal and the National Recovery and Resilience Plans. As such, they provide valuable case studies for other countries grappling with how to address sustainability issues. This book is divided into three parts, with the first analysing Green urban planning and local governments in the European framework. The second examines various thematic aspects relating to this intersection, looking...
