Europe faces major economic, social and environmental challenges. It also has great potential to improve living conditions in all places and for all people (Territorial Agenda, 2020). Still in many regards Europe faces increasing imbalances and inequalities which drive people and territories apart and risk undermining future development perspectives. This is despite economic, social and territorial cohesion and solidarity being an aim of the Treaty on the European Union (Article 3, TEU); and despite the EU having the world's most extensive development policy - EU Cohesion Policy. Cohesion along with the reduction of imbalances and inequalities in Europe cannot be addressed by one policy field single handed. It has to be a joint effort and aim of all EU policies. This report provides the first sectoral analysis of cohesion as an overall value and objective of the EU by assessing the 'Cohesion Spirit' of EU policies, i.e. how they reflect cohesion as a European value.

Gold-plating describes additional rules and regulatory obligations that go beyond the European Structural and Investment Funds (ESIF) requirements set out at European Union (EU) level, and that make the implementation of ESIF more costly and burdensome for programme bodies and beneficiaries. The study analyses gold-plating in all five funds and discusses the presence, reasons and effects of gold-plating in ESIF. It concludes with pointers for action to reduce gold-plating in the current 2014-2020 and in the post 2020 programming period.

This report is part of the study 'Analysis of Cross-border obstacles between EU Member States and Enlargement Countries'. It is looking to increase the effectiveness and efficiency of Interreg IPA programmes and supporting border regions in overcoming challenges due to national borders. The study is a comprehensive review of existing external cross-border obstacles and identifies obstacles that can impact the five Policy Objectives and two Interreg Specific Objectives of the 2021-2027 programming period. The study also offers ideas on how Interreg IPA programmes can address these obstacles in the future. The geographic focus of the study is on the borders between EU Member States and candidate and potential candidate countries. The study builds on an extensive literature analysis, a survey of stakeholders and case studies. This report is the result of a joint analysis of these sources and their triangulation. Annex I details the methodological approach of the study. The core data has been integrated in an inventory of obstacles for cross-border cooperation. This book offers a comprehensive overview of several urban related aspects that are of central importance to successful territorial cohesion processes. In essence, it sheds new light on issues concerning urban polycentrism, functional urban regions, integrated sustainable urban development, and the EU Urban Agenda; and on how they can help to achieve territorial cohesion policy goals. As an elusive and fairly recent concept, territorial cohesion has to date only been vaguely debated in the available literature, which for the most part focuses on its historical origins and its relevance for EU policymaking. Instead, this book synthesizes, for the first time, a range of perspectives that place urban elements and policies at the core of territorial cohesion analysis. As such, and given the fact that territorial cohesion is a holistic concept, the book will appeal to a broad readership from both the academic and policymaking arenas.
