Civil and Ethnic Conflict in Historical Political Economy
Despite great falls in global poverty, civil and ethnic conflict remains tragically common. In this chapter, I examine the patterns of persistence and change in conflict around the world through the lens of historical political economy. I compare two important approaches for measuring the impact of contemporary ethnic differences on conflict: ethno-linguistic fractionalization and polarization. I highlight two aspects which I believe are crucial for understanding these impacts but remain relatively understudied in this literature: the role of organizational capacity within groups and complementarities between groups. I illustrate these relationships through the history of Hindu-Muslim relations in South Asia, as well as drawing on broader contexts. Finally I highlight some common pitfalls that arise from neglecting history when studying conflict, and promising directions for future research.
Governance in the Gullies
The authors use detailed ethnographic evidence to design and interpret a broad representative survey of 800 households in Delhi's slums, examining the processes by which residents gain access to formal government and develop their own informal modes of leadership. While ethnically homogeneous slums transplant rural institutions to the city, newer and ethnically diverse slums depend on informal leaders who gain their authority through political connections, education, and network entrepreneurship. Education and political affiliation are more important than seniority in determining a leader's influence. Informal leaders are accessible to all slum dwellers, but formal government figures are most accessed by the wealthy and the well-connected.

The Child Health Implications of Privatizing Africas Urban Water Supply
Identifying policies which can improve water sector management is critically important given the global burden of water-related disease. Each year, 1 in 10 child deathsroughly 800,000 in totalis the direct result of diarrhea. Can private-sector participation (PSP) in the urban piped water sector improve child health? The author uses child-level data from 39 African countries during 19862010 to show that introducing PSP decreases diarrhea among urban dwelling children under five years of age by 5.6 percentage points, or 35 percent of its mean prevalence. PSP also leads to greater reliance on piped water. To attribute causality, the author exploits time variation in the private water market share controlled by African countries former colonizers. A placebo analysis reveals that PSP does not affect symptoms of respiratory illness in the same children, nor does it affect a rural control group unaffected by PSP.
