Schooling impacts of an unconditional cash transfer program in Mali

In rural West Africa, the rate of out-of-school children is high and delayed entry to primary school is common, particularly for girls. Using the randomized roll-out of an unconditional cash transfer program (Jigisemejiri) in Mali, we examine its impact on child schooling by age and sex. The program leads to significant improvements in schooling outcomes for girls, but not boys. Improvements among girls are especially salient among younger (ages 6–9) and older (ages 15–18) girls. Pathway analysis reveals that the program reduces the time younger girls spend in agricultural work at home and the time older girls spend in domestic work as well as self-employment. Households in the program also spend more on education for older girls in terms of school fees, materials, and transport.

This report presents findings from the impact evaluation of the Jigisémèjiri program at midline. It first provides background on the evaluation, including details on the program and interventions. It then relates first-order, second-order, and third-order outcomes of interest in a conceptual framework, which guides our analysis and structures the report. The report next describes the evaluation design, sampling, and data collection process. It then presents statistics on beneficiaries’ experience with the CTs and AM. Last, it uses the baseline and midline data, exploiting the randomized design, to estimate the impacts of the program on its beneficiary population at midline, distinguishing between household-level outcomes and child-level outcomes. Given that the baseline report showed that the randomization process was successful at creating similar groups for comparison for the impact evaluation with similar preprogram characteristics, the impacts at midline can be interpreted as truly caused by the program rather than simply correlated with its receipt.

The factors fostering perilous irregular migration to Europe from West Africa are multiple. One of them is ignorance or the erroneous or limited knowledge of the risks of such an adventure of people engaging in this journey. To address that factor, the often-prioritized public policy is awareness-raising interventions, sometimes coupled with promoting local opportunities. However, more evidence of their effectiveness in the migration sector must be provided. The complexity of such interventions makes it challenging to evaluate their causal effects. Leveraging the second phase of Migrants as Messengers (MaM-2), a flagship project conducted by IOM using an innovative peer-to-peer, awareness-raising approach in West Africa, an experiment using a cluster randomized controlled trial approach was used to assess the causal effects of the awareness-raising component of MaM-2 in a real-world setting on indicators related to attitudes, intentions, knowledge and perceptions of the risks of irregular migration. Beyond the mixed causal effects detected, the evaluation methodology makes this study an essential contribution of IOM in promoting evidence-based programming for migration topics.

Using a randomized experiment in Mali, this study investigates whether Unconditional Cash Transfer (UCT) targeted to men and intended to reduce poverty and food insecurity impact children's schooling. Although the school-aged children are not the primary target of the program, we look to see if the transfers have any impact on the children's school enrolment. Results indicate that the transfers have no significant effect on school enrolment for children age 7-16. However, disaggregating by gender and age, results show the program increases girl’s school enrolment at primary school by 8 percentage points and by 6 percentage points for primary school and low secondary school. There is so significant effect on boys' school enrolment. We provide potential mechanisms through which the UCT impacts school enrolment.

Productive inefficiency in dairy farming and cooperation between spouses: Evidence from Senegal

We examine productive inefficiencies in dairy farming in pastoralist house-holds in Northern Senegal, and using laboratory games, measure the relation-ship between spousal cooperation and productive inefficiency directly. In house-holds that behave less cooperatively in the games, cows owned by men produce10.6% more milk per day than cows owned by women, a gap that remainslarge and statistically significant after controlling for household, owner, andcow characteristics. Our results suggest that frictions between spouses mayindeed explain gender gaps in productivity, and support the use of lab-basedmeasures of household cooperation to complement survey data in explainingcollective behaviors.
