Since 2001, the International Association for the Evaluation of Educational Achievement (IEA) has been conducting, in cycles of five years, the Progress in International Reading Literacy Study (PIRLS). The PIRLS program encompasses trend studies designed to monitor progress in reading achievement in an internationally comparative context. PIRLS 2001 and PIRLS 2006 both assessed primary school students in their fourth year of schooling (Grade 4 in the majority of countries). Progress in Reading Literacy in National and International Context is the second book to explore the influence of findings from the PIRLS surveys on different education systems. Europe and World Society offers a distinctive critical approach to understanding European transformations, exploring both the progress and limitations of integration on various key policy areas such as agricultural policy, education reform, migration, and external relations, as well as the relationship between European regionalism and globalization. This brilliant new book by one of Europe's leading social thinkers throws light on the global power games being played out between global business, nation states and movements rooted in civil society. Beck offers an illuminating account of the changing nature of power in the global age and assesses the influence of the ever-expanding counter-powers. The author puts forward the provocative thesis that in an age of global crises and risks, a politics of "golden handcuffs" - the creation of a dense network of transnational interdependencies - is exactly what is needed in order to regain national autonomy, not least in relation to a highly mobile world economy. It is imperative that the maxim of nation-based realpolitik - that national interests have necessarily to be pursued by national means - be replaced by the maxim of cosmopolitan realpolitik. The more cosmopolitan our political structures and activities, Beck suggests, the more successful they will be in promoting national interests, and the greater our individual power in this global age will be.
National education systems across Europe are being brought into the service of a competitive knowledge-based economy and of social cohesion. Moreover what it is to be a citizen and how the new citizens should be educated are issues subject to research and educational initiatives in many European countries.
From the 23rd to 26th of November 2009 in La Palma island, in the Canaries, the Comparative Education Society in Europe (CESE) organized an international symposium entitled PISA under Examination: Changing Knowledge, Changing Tests, and Changing Schools. During four days seventeen leading scholars of Europe and America presented their contributions to debate the different problematiques of the remarkable phenomenon represented by the OECD Programme for International Student Assessment or PISA. PISA is not merely an educational event. It is also a media circus which involves the public rehearsal for reasons for failure or success; and even, in some cases, public and political and academic exp...
