Several decades ago, leaders of six European countries with an inclusive vision of Europe and strong courage started a construction without precedent, the European Union. The remarkable construction evolved not only concerning the number of the Member States, but also in terms of institutional and functional development. Nowadays, the European Union is one of the most important changing factor concerning the governance and the policy-making process at European level and not only, and there is no doubt that the EU will continue to grow as an increasing number of countries express interest in membership.This paper reveals in a comparative perspective the path to European Union Accession, and is based on documentary analysis, using strategy-level documents of the countries and the Progress Reports the European Commission provided during the past enlargement.

The European Union has grown both terms of size, scope, impact on Member States and in European Union competencies, in particular since the 1990s with the exponential growth in number of members - from 12 to 15 to 25 now 27 and how many more? - with the completion of the Single Market and the Single Currency. The goal of this paper is to present and analyze the relationship between the EU and the Balkan Member States in the spirit of rational choice, focusing on principal-agent approach. Therefore, the objectives of the paper refer to: a brief overview on the rational choice theory and on the principal-agent model, an investigation on the motivations that lead principals (Member States) to delegate powers and confer authority to agents (supranational institutions of the European Union), a research on using this model in order to design an EU policy. For achieving the aims of the actual paper we have used the theoretical and analytical framework, described by various scholars, namely, M. Pollack, H. Kassim, A. Menon, and the analysis of rational choice assumptions.

In the last decades, in the context of many economic and financial crisis, the policy-making became the heart of government. In Romania, they represents the main instruments for solving the citizens' problem: health care, education, the environment, and the mechanisms by which public money is budgeted.Therefore, this paper analyses the transparency and consultation in policy-making process from the view of different policy-making stages. The paper discusses the different mechanism and procedure designed and applied by Romanian government in policy-making process. Finally, it describes possible links between policy-making capacity and indicators for transparency, starting from Joseph Stiglitz assertion on the adverse effects of secrecy in government policy-making, “with more mistakes, public officials become more defensive; to protect themselves, they seek even more secrecy, narrowing in the circle still further, eroding still further the quality of decision-making”
