Arms Races in International Politics
This volume provides the first comprehensive history of the arms racing phenomenon in modern international politics, drawing both on theoretical approaches and on the latest historical research. Written by an international team of specialists, it is divided into four sections: before 1914; the inter-war years; the Cold War; and extra-European and post-Cold War arms races. Twelve case studies examine land and naval armaments before the First World War; air, land, and naval competition during the 1920s and 1930s; and nuclear as well as conventional weapons since 1945. Armaments policies are placed within the context of technological development, international politics and diplomacy, and social politics and economics. An extended general introduction and conclusion and introductions to each section provide coherence between the specialized chapters and draw out wider implications for policymakers and for political scientists. Arms Races in International Politics addresses two key questions: what causes arms races, and what is the connection between arms races and the outbreak of wars?
Shaping Europe's Military Order
The legal foundation of the contemporary European security order is the Treaty on Conventional Armed Forces in Europe (CFE). Negotiated by NATO and the Warsaw Pact states as the Cold War was ending and implemented as the new Europe took shape, the CFE Treaty imposes strict limits on the armed forces of all the major European states. This book takes a detailed look at the origins and evolution of the CFE negotiations and the impact of the CFE Treaty on European Security. It draws extensively on interviews with participants in the CFE negotiations and offers a careful reconstruction of a process that contributed to the transformation of Cold War Europe, a critical assessment of the treaty's contribution to security in post-Cold War Europe, and an evaluation of the lessons of CFE for future conventional arms control initiatives. The Last Great Nuclear Debate
Much has been written about NATO's nuclear problems of the 1980s. Yet little attention has been paid to the perspectives of America, Britain and West Germany in the arms control process and nuclear doctrine debates. This book illuminates previously unnoticed developments which emerged from two unstudied Alliance institutions: the High-Level Group and the Special Consultative Group which was created to coordinate arms control policy. National perspectives manifested themselves through these institutions and this book identifies national preferences and explains the decision-making paradigm which dominated NATO until the INF Treaty of 1987, after which West Germany began to break out of the constraints of the old pattern. The book incorporates unpublished information on important doctrinal developments which document how West Germany achieved, and then lost, long-standing nuclear goals. It also analyzes the relationship between civilian and military NATO bureaucracies, investigating the development and refinement of nuclear planning methodology and the effects of institutional and personal animosity on decision-making.
