On February 27, 2012, USAID Administrator Rajiv Shah formally launched the agency's Center of Excellence on Democracy, Human Rights and Governance (hereafter "the DRG Center"). The launch occurred just over a year after Secretary of State Hillary Clinton and USAID Administrator Rajiv Shah released the first-ever U.S. Quadrennial Diplomacy and Development Review (QDDR).
