Confidence and Security Building Measures in the New Europe
The adaptation of the 1990 CFE Treaty and the Vienna Document 1994 of the Negotiations on Confidence- and Security-Building Measures were both completed by the November 1999 OSCE Istanbul summit meeting. In the new century, Europe will continue to elaborate further co-operative security arrangements to better respond to new risks and challenges in the field of security and help create stability in areas of tension and conflict. The aim is twofold: to strengthen the pan-European process of building confidence and security; and to develop measures and arms control-related arrangements below the continental level - at the regional and subregional levels. This research report examines the record of CSBMs in Europe as well as regional arms control efforts in the former Yugoslavia in the 1990s. It contains important reference material on military security endeavours of this type.

This work examines the CFE Treaty as a factor in Russia’s foreign and security policy. Moscow showed amazing persistence in their relationship with the "cornerstone of European security." Their approach to the treaty was a genuine attempt to shape the security environment in Europe and the former USSR. The treaty also enabled the dismantling of large conventional forces as they returned from Eastern Europe and transitioned into the armies of the newly independent states of the former USSR. The majority of the contributions to this volume have their origin in a symposium which was held in Stockholm on 27–29 September 1996 under the Swedish title of Nordisk Centralasienforskning: språk – kultur – samhälle, i.e. 'Nordic Central Asia Research: Language – Culture – Society'. The main purpose of this meeting was to obtain a general view of current research activities and study programmes in this field and to help establish contact between Central Asia researchers in the Nordic countries.
Multilateral Negotiations
Political scientist Fen Osler Hampson, with the assistance of trade specialist Michael Hart, studies the component parts of the multilateral negotiation process to identify those factors making for success or failure. The authors argue that multilateral negotiation is, in essence, a coalition-building enterprise involving states, nonstate actors, and international organizations. Among the questions they raise are: How do issues get to the table in multilateral negotiations? Who sits at the table and who composes the tiers of relevant stakeholders? What are the procedures for managing complexity? What are the obstacles - strategic and psychological - to reaching agreement? Ranging from the 1963 Test Ban Treaty to the Climate Change Convention (1992) and the completion of the Uruguay Round of GATT (1993), individual case studies include discussions on security, environmental, and economic issues. Of particular interest is the attention given to nongovernmental actors - such as scientists and environmental groups like Greenpeace International - in prenegotiation and negotiation phases.
European Security
