PNG’s agricultural research expenditure declined steadily during 2013–2017 as the combined result of reductions in both donor and government funding. In 2017, PNG invested just 0.31 percent of its AgGDP in agricultural research. In contrast to spending, agricultural researcher numbers rose progressively during 2013–2017 to reach 146 FTEs in total. The country’s research agencies lack the critical mass of highly qualified researchers and accompanying infrastructure needed to address the multidisciplinary challenges facing the agricultural sector. Many critical research areas remain overlooked.

This analysis explores the relationship between agricultural R&D investments and rural poverty reduction, and the prevalence of undernourishment in sub-Saharan Africa (SSA). It uses a panel data set of internationally comparable poverty dis-aggregated by urban and rural areas, country level undernourishment, and ASTI data on R&D investments and derived indicators. Given the importance of agricultural R&D investment to sustain agricultural growth in the future, this study looks at the state of agricultural R&D investment in LAC, with the goal of identifying the level of underinvestment in the region. To do this the study uses a new indicator, the ASTI Intensity Index (AII) to measure agricultural R&D intensity in Latin America and the Caribbean (LAC) and compares research intensity with that of other regions and between countries within the region. Between 2001 and 2012, Latin America and the Caribbean’s (LAC) agriculture saw its best performance of the last 30 years. Given the importance of agricultural R&D investment to sustain agricultural growth in the future, this study looks at the state of agricultural R&D investment in LAC, and analyzes the role that this investment played in the performance of agriculture in recent years. This is done by developing a new approach for the estimation of knowledge stocks that allow us to obtain R&D elasticities and measures of return to R&D investment that avoid some of the major problems encountered in the literature that uses econometric methods.
