Geopolitique des donnees numeriques
Au cours des deux dernières décennies, la production de données numériques a connu une croissance sans précédent, transformant les relations entre états, mais aussi entreprises privées (GAFAM) et autres acteurs (hackers, cybercriminels, etc.). Ces dynamiques conduisent à s’interroger sur les nouvelles formes de rivalités territoriales dans ce contexte ouvert et réticulaire où la localisation physique des données peut ne pas correspondre à leur localisation logique ou juridique.
