"Policy-makers often call for expanding public spending on infrastructure, which includes a broad range of investments from roads and bridges to digital networks that will expand access to high-speed broadband. Some point to near-term macro-economic benefits and job creation, others focus on long-term effects on productivity and economic growth. This volume explores the links between infrastructure spending and economic outcomes, as well as key economic issues in the funding and management of infrastructure projects. Who shapes the European Union's policy towards Latin America? How has this EU policy modified individual member states' relations with the region? This book provides a comparative account of seven member states' bilateral links with Latin America since 1945, in the context of their EU membership and based on the concept of 'Europeanization'. It illustrates how and why the main architects of this EU policy have been Spain and Germany. In contrast, Poland, Sweden and Ireland, which had little previous interaction with Latin America, have developed their current relations with that region virtually as a result of their EU membership. The United Kingdom and France lie in the middle: they have been influential in certain policy-areas and key periods in history, while they have adapted to what is done at the EU level in others. On the Sources and Consequences of Oil Price Shocks: the Role of Storage

Building on recent work on the role of speculation and inventories in oil markets, we embed a competitive oil storage model within a DSGE model of the U.S. economy. This enables us to formally analyze the impact of a (speculative) storage demand shock and to assess how the effects of various demand and supply shocks change in the presence of oil storage facility. We find that business-cycle driven oil demand shocks are the most important drivers of U.S. oil price fluctuations during 1982-2007. Disregarding the storage facility in the model causes a considerable upward bias in the estimated role of oil supply shocks in driving oil price fluctuations. Our results also confirm that a change in the composition of shocks helps explain the resilience of the macroeconomic environment to the oil price surge after 2003. Finally, speculative storage is shown to have a mitigating or amplifying role depending on the nature of the shock.
