En el marco de la celebración de los veinticinco años de creación del Departamento de Derecho del Medio Ambiente de la Universidad Externado de Colombia, celebramos también los treinta años de expedición de la Ley 99 de 1993. Por esta razón, el Grupo de Investigaciones en Derecho del Medio Ambiente decidió adelantar un proyecto de investigación con el propósito de evaluar el Sistema Nacional Ambiental (sina) desde diferentes perspectivas. Estos veinticinco años han representado un largo recorrido en torno al estudio de las principales problemáticas jurídico-ambientales del país y a la construcción de conocimiento del Derecho Ambiental. Recordamos hoy con gratitud al rector Fernando Hinestrosa, quien impulsó al profesor Oscar Darío Amaya Navas para liderar un programa que para entonces resultaba novedoso en el ámbito nacional; su empeño nos permite recoger abundantes frutos académicos. Muestra de esos frutos es este libro, que hemos titulado 30 años del Sistema Nacional Ambiental, una obra que involucra la evaluación de principios, normas, instituciones y demás componentes del sina e identifica tanto sus falencias como sus oportunidades de mejora.
